A company operating in Egypt cannot choose which electrons it draws from the national grid — it draws a blend of everything feeding that grid, renewable and fossil alike. Under the GHG Protocol, that blended, grid-average carbon intensity is what the location-based method assigns to a company's Scope 2 emissions. Because a large share of Egypt's generation is fossil-fuel-based, that default figure is high.
The GHG Protocol's market-based method offers an alternative: a company can instead report the emissions factor of the specific renewable generation it has purchased and retired a claim to — provided that claim is backed by a credible, registry-tracked instrument. That is exactly the role I-RECs play, and it is why buying and retiring them is one of the most direct levers a company operating in Egypt has for reducing its reported Scope 2 footprint, ahead of commitments like RE100's 100% renewable energy target or a science-based target under SBTi.
The International REC Standard (I-REC Standard) is a global system for tracking the environmental attributes of renewable electricity, operating in more than 45 countries. For every megawatt-hour of renewable electricity a registered generator produces and injects into the grid, one I-REC certificate is issued into a central, auditable registry. Buying and retiring that certificate transfers the exclusive claim to that megawatt-hour's renewable attribute to the buyer — the same underlying logic as Guarantees of Origin in Europe or Renewable Energy Certificates in North America, applied to markets like Egypt where no domestic equivalent previously existed. The I-REC Standard is recognized by the GHG Protocol, CDP and RE100 as a credible basis for Scope 2 claims.
In Egypt, the accredited I-REC(E) Issuer is the Green Certificate Company (GCC), which registers eligible solar and wind generation devices and issues certificates against their verified output.

Once a buyer has a registered I-REC Standard account, certificate transfer and retirement between accounts is typically fast — the registry itself processes transfers in a matter of days. The longer lead time is usually on the sourcing side: matching buyer volume, technology and vintage preferences to available supply from Egyptian generators.
